Position Title: Senior Project Manager – Government Technology Modernization 

Location Information  Jefferson City, MO (Substantial onsite presence required)

 

Position Responsibilities:

We are seeking a seasoned Senior Project Manager (SPM) to drive the full lifecycle planning and execution of complex government (SLED/FED) technology modernization projects. This highly visible role is responsible for delivering critical enterprise implementations, such as case management and electronic health record systems, on time and in accordance with state and federal compliance requirements. The SPM has strong project ownership, is present onsite in Jefferson City, MO, and upholds continuous collaboration among state agencies, technology teams, and governance groups.

 

  • Project Leadership & Delivery: Lead hands-on project execution using best-practice methodologies (PMBOK-aligned), including scope management, schedule/baseline tracking, WBS creation, and monitoring of all key project milestones and deliverables. Ensure all responsibilities and contractual commitments are met.
  • Cross-Agency Coordination: Serve as the principal project leader and single point of contact, bringing together state agencies, technical vendors, IV&V (Independent Verification and Validation) partners, subcontractors, and stakeholders.
  • Governance Engagement: Facilitate and manage project governance processes, including communication with Executive Sponsors, Steering Committees, and multi-agency partners. Conduct governance meetings, maintain decision logs, and ensure open escalation and issue transparency.
  • SDLC & Technical Oversight: Guide projects across the complete SDLC (requirements, design, development, testing, implementation, certification) and coordinate all activities across configuration, integration, data conversion, and compliance with standards (CMS, MITA, HIPAA, CAQH CORE, ASC X12).
  • Quality & Deliverable Management: Oversee the development, review, and client acceptance of all project deliverables, including project plans, test plans, data conversion, system documentation, governance materials, training guides, and operational readiness artifacts. Ensure deliverables meet agency quality standards and pass independent reviews.
  • Risk, Issue & Change Management: Proactively maintain project risk registers, issue logs, and change control processes. Lead root-cause analysis, champion mitigation strategies, and escalate risks or gaps to governance boards when needed. Maintain compliance with SDLC documentation and phase-gate review criteria.
  • Onsite Client & Team Leadership: Provide consistent onsite engagement in Jefferson City to build strong relationships with state stakeholders, facilitate workshops, joint application design (JAD) sessions, requirements walkthroughs, UAT activities, and represent the project with professionalism and accountability.
  • Team & Resource Management: Direct project staff (functional and technical), manage team workloads, coach and mentor staff, and oversee subcontractor performance. Ensure the efficient and cost-effective use of resources within budget parameters.
  • Financial & Contract Compliance: Oversee project budgeting, forecasting, cost management, and contract compliance. Monitor burn rates, approve expenditures, and ensure all project activities meet procurement and reporting standards.

Essential Skills, Experience

 

  • 8–12+ years leading large SLED/FED IT implementation projects, preferably within health and human services domains. Strong knowledge of Medicaid systems is highly advantageous.
  • Demonstrated ability to navigate complex government client environments, facilitate IV&V processes, and manage multi-agency stakeholder collaboration.
  • Expertise in PMBOK methodologies, SDLC frameworks, and use of software tools for project scheduling, governance, and quality management.
  • Solid understanding of enterprise IT architecture—including cloud infrastructure, system integration, APIs, data migration and conversion, and security/compliance frameworks.
  • Exceptional communication skills across all organizational levels, including executive reporting, facilitating workshops, building consensus, and managing conflict.
  • Proven success leading high-availability, mission-critical, or enterprise-scale IT modernization programs.
  • Extensive experience with budget/project finance oversight and contract compliance in a public sector setting.
  • Ability and willingness to work full-time onsite in Jefferson City, MO, as required for regular in-person collaboration and project leadership.
  • PMP certification (Required); additional certifications such as Agile/SAFe, Scrum Master, or ITIL are a plus.
  • Familiarity with CMS certification, MITA maturity models, and statewide enterprise architecture is desirable but not mandatory.

Qualifications:

  • Bachelor’s degree in a relevant field is required.
  • PMP certification (Project Management Professional) required. Certifications in Agile, Scrum, ITIL, or related disciplines are desirable but not mandatory.
  • Experience with state and/or federal agency project delivery, preferably in health and human services technology environments.
  • Leadership experience in projects with high visibility, risk, or mission-critical outcomes.
